Threatening the children who are not habitually in trouble does nothing. Sure you could say that the “good” kids will pressure the “less than stellar” kids to behave better, but if intervention by parents and teachers hasn’t had an effect on these kids, I doubt that the grumblings of peers who are not their friends will. What the teachers are actually doing is further stressing our already-pressured children by threatening to take away a perk that was earned by those who behave well.
